Done all of the above and no change.
There is no entry in the device list for a camera so it cannot be uninstalled and reinstalled. I have another Lenovo laptop and it does have entries for an EASYCAM.
What it looks like is that I need to re-install everything to do with the camera but I cannot find any way to do that without something already existing to uninstall.

Since you have already tried the steps provided by "Joseph Ban" and still unable to get the camera working, we suggest that you download the driver directly from the manufacturer's website and see if it helps.

My Laptop is a Lenovo - and quite stupidly they have a function using the F8 key that disables and re-enables the camera. I must have accidentally hit this key at some point in the past without knowing since there is no notification that it is OFF.
The Lenovo help site WRONGLY refers to this key as "Fx".
It's working now but I have to restart my PC now to make the change active.
I hope it still works after that.
